Ordering

Would it make sense to reorder the sections chronologically? So, mention Hoover's "War on Crime" and Johnson's "War on Poverty" first, as they seem to be the first cited uses of this metaphor pattern, and then the others in order? It is currently in alphabetical order, except that the ones where there is not much said are all grouped at the bottom. Chronological order seems to make sense to me but you would still have the issue of what to do with "wars" about which we give only one or two sentences.
