I guess it depends on what is the criteria for inclusion. Is it being in Toowoomba City, Queensland, Toowoomba or Toowoomba Region? Currently it appears to be "in Toowoomba", in which case the question is whether Harlaxton is in Toowoomba? The Queensland Place Names calls it a locality rather than a suburb; the Wikipedia article calls it a suburb of Toowoomba. A satellite view suggests that Harlaxton does appear to be on the edge of the Toowoomba urban sprawl. I think it's sufficiently "in Toowoomba" that readers might be surprised by its omission.
