Criterion 1
edit- "A similar facility was located at Kjeller and one was being constructed in Tromsø." - It sounds awkward. I recommend phrasing it as "Two similar facilities, a completed one at Kjeller and one under construction in Tromsø, had already been initiated." if it does not affect the meaning.
- "Necessary movable property was conveyed in exchange for a moderate compensation." - Can you rephrase this to make it more clear?
- "and bars places at each end." - I also do not completely understand what this means.
- "The various satellites using the facility conducted measurements of solar radiation, cosmic radiation, the polar ionosphere, and ionizing and dynamic effects regarding electric currents and magnetic disturbances" - Is "ionizing" its own point. or is it a part of the "dynamic effects regarding electric currents and magnetic disturbances" clause?

- "Magnetic tapes were sent to Darmstadt every other week, first via aircraft to Longyearbyen and then onwards" - "and then onwards". I feel like this might have been an incomplete sentences. Did you mean that, afterwards, they instead used the nearer airport in Ny-Ålesund?
- Was the Ijsford Radio station the precursor to the Kongsfjord Telemetry Station, or is it a different and unaffiliated station? In any case, this should be made clear.

Criterion 2
edit- I've verified references 4, 5, 8, 9, 10, 11,17, 19, 25, and 26. For references 1, 2, 3, 6, 7, 12, 13, 14, 15, 16, 18, 20, 21, 22, 23, 24, 27 and 28, I do not know how to access the references. Based on how I've used machine translations, I am taken to a screen that informs me that books with some license applied are only available to those with Norwegian IP addresses. If this is the case, I cannot access these references from the United States. Can you confirm this?

Overall comments
editCriterion 4 (neutrality) and Criterion 5 (stability) passed. From what I can tell, Criterion 3 is also satisfied, based on reference articles on other utility buildings (all involve descriptions of the facilities and the history, construction and operation of said facilities, which you discuss). I have checked the images and Criterion 6 is also set.
