idiomatic yes, indicating immutability, no. It might not be what it is in 5 minutes or 5 years, let alone forever. As used in the US doesn't say anything about future, just present or past. An idiom that does carry that implication: "It's human nature". Ofc if immutability means immutability of (present or past) facticity alrighty then.
