Multiple Issues

I recently stumbled upon this article from Special:Random. Upon closer inspection, I have uncovered multiple issues.

• The two tables directly under headers should be removed and reorganized into text. Especially with the second table, there is a mandate header, but nothing in the cells for that said header.
• The paragraph directly under the "Timeline of Events" section cites no sources, BUT then proceeds to say "According to The Washington Post...".
• The Timeline of Events section contains many sections that could be condensed into one and need to be reorganized. For example, there is a Spring 2003 and a May 2003 that can be condensed into just Spring 2003. Additionally upon closer inspection, under the July to December 2003, there is a sentence that start with "In March 2004...". There is a section that contains 2004. This out of orderness may constitute a reorganization of this section. WP:Sandbox, or a page in a userspace will help with this task.
• The lead section has had a cleanup template on it from 2010, but I have replaced it with the lead rewrite template as it is not only extremely short, but also doesn't summarize the article sufficiently. This is also where the insufficient context comes in as the lead section would be a great place to provide this context.
• There are many paragraphs that contain details that need a citation. There are also several citations which have a 404 error as there title. These should be fixed with links from the wayback machine.
• The see also section may contain too many links to loosely related articles.
