Report vs proceedings

To me, a report can be non-academic whereas a proceedings does

IOSCO report on Financial Technologies (FinTech), February 2017

The International Organization of Securities Commissions (IOSCO) just published a long-form report on Financial Technologies (FinTech). The report is here: https://www.iosco.org/library/pubdocs/pdf/IOSCOPD554.pdf The report title is IOSCO Research Report on Financial Technologies (Fintech).

Chapter 5, which makes up about a quarter of the overall report, covers "Distributed Ledger Technologies (DLT), including application of the blockchain technology and shared ledgers to the securities markets." It squarely places blockchain technology in the context of DLT and distributed databases more generally.

We are from the communications department of the International Organization of Securities Commissions (IOSCO). We understand that as employees of IOSCO we are considered by Wikipedia to have a conflict of interest and therefore cannot edit the entry on our organization on your webpage. However, we also would like to point out that your entry on IOSCO is riddled with factual errors, as we indicate below. One thing is opinion; another thing is fact. We understand that you would reject anything that appears as editorializing. That is not the case here. Many of your sources are woefully out of date or not appropriate. Here are the errors that we would like to highlight: (We have pointed many of these out in previous memos to you).

1) Footnote number one does not seem to exist in the text.

2) The source for the mandate that you provide in footnote 2 comes from a 2017 Economist report on sustainable finance. The IOSCO website and Annual Reports clearly specify that the mandate (we call them objectives) is the following:

IOSCO members have resolved:

• to cooperate in developing, implementing and promoting adherence to internationally recognized and consistent standards of regulation, oversight and enforcement to protect investors, maintain fair efficient and transparent markets and to mitigate systemic risks; • to enhance investor protection and promote investor confidence in the integrity of securities markets, through strengthened information exchange and cooperation in enforcement against misconduct and in the supervision of markets and market intermediaries; and • to exchange information at both global and regional levels on their respective experiences to assist the development of markets, strengthen market infrastructure and implement appropriate regulation.

The 2017 Economist report is way off on IOSCO´s sustainability work, which today is one of the most important workstreams for IOSCO. (to give you an idea of how obsolete it is as a source). 3) You provide a link to https://www.iosco.org/about/?subsection=about_iosco in which the IOSCO mandate is made clear, and the correct secretary general is named. Why did you not include that same information in other parts of your entry. It looks a bit strange.

Footnotes 10, 11, 12 refer to principles that are between 10 and 20 years old and were created by the former Technical Committee. https://www.iosco.org/about/pdf/IOSCO-Fact-Sheet.pdf In this link there is no mention at all of a Technical Committee, which was abolished in 2012 and replaced with an IOSCO Board.

Meanwhile, IOSCO has published reports, analysis, recommendations or guidance that address or examine many of the biggest challenges now facing global securities markets, such as crypto assets, decentralized finance, sustainable finance and digitalization. IOSCO is a member of, participates as an observer in, or coordinates with a number of other organizations. One of its most important relationships is with the Joint Forum of international financial regulators. IOSCO, along with the Basel Committee on Banking Supervision and the International Association of Insurance Supervisors, make up the Joint Forum.
