The first paragraph of the Examples section which discusses quinine sulfate fluorescence being quenched by halide ions is _not_ internal conversion, this is in fact _external_ conversion (as the deactivation pathway is the result of forces or molecules _external_ to that of the fluorophore molecule). Jablonski diagram shown in this article is terribly incorrect. It suggests that S1 state has lower energy than T1 state which has not been found in any molecule. S1 over T1 is generally more likely and should be shown as an example. If I had time I would correct it. I have to agree with Peter, the Jablonksi diagram is non-nonsensical.
