Dispute over pronunciation of Hephzibah edit

I'm going to try to head this off a little late. There seems to be disagreement about how to properly describe the pronunciation of Hephzibah. I'm not an expert on IPA notation. However, after reviewing the guide extensively, I can confidently say that the full vowel used in the current edit is not the correct vowel. Also, the syllables aren't pronounced Heph-zib-ah, they are pronounced Heph-zi-bah. The user I am disagreeing with is claiming that the notation I've used is impossible in the English language, which is immaterial to the conversation. Hephzibah isn't an English word. If I'm not translating the word properly into IPA, I have no issues with someone correcting it, but this translation, especially that first vowel, is just incorrect.

I worry that the translation is being done by someone who has never heard the word said aloud by a native of the area. This is an issue that would be a problem for other articles about Augusta suburbs as well (the town of Martinez has a highly Anglicized pronunciation, for example). It is easy to listen to a well-enunciated version of the name of this town by going to a website of one of the local news stations and play a video of them talking about the high school sports team currently in season (WJBF, WAGT, etc). How is the pronunciation at 0:09 and 0:30 of this video? He says it /ˈhɛpzɪbə/, with the stress on the first syllable and the first syllable rhyming with step. What we currently have, /hɪpˈzɛbə/, indicates stress on the second syllable, with the first syllable being identical to the word hip and the second syllable rhyming with web. So the man in the video says HEP-zibuh, while the current transcription says hip-ZEB-uh. Aɴɢʀ (talk) 20:28, 30 March 2014 (UTC)Reply
The pronunciation at 0:30 is clearer and nearly correct. The first syllable should and does rhyme with "step" and not "hip". His pronunciation of the second syllable is a bit off, sounds like someone who isn't native to the area, as it should be more like the "uh" in "tub" than the "ih" in "zip". The issues I have with his pronunciation of the second syllable is splitting hairs a little bit, I think. Either way, I was most worried about getting that first vowel correct, so if you'd like, /ˈhɛpzɪbə/ would be close enough to include in my opinion. Thanks for taking time to look deeper into this.
