Software Development occuring within headless software

Software built on a headless machine must be built within command line tools only, without the aid of an IDE.

I'm not sure if this line is true, as it should be possible to run an entire desktop environment simulation headless, and also for an agent to view/describe it, or to use tools such as an IDE in the dark.
