HTTP URL aliasing is certainly not limited to the concept of automatically generating a shorter link to replace a longer one. Other concepts under the same banner include PURLs, which are not necessarily shorter (often they are more descriptive), created for the purpose of decreasing volatility through abstraction, as well as others already listed in URL redirection. Correct. URL aliasing refers to any scheme that uses a "better" URL in order to refer to a given URL.
