The definition used doesn't apply
editA definition is used from the department of Veteran Affairs. It clearly states on the page "The following definitions are intended to be applicable only in the context of the One-VA TRM."
I don't think it's appropriate to view guidelines as "By definition, following a guideline is never mandatory. Guidelines are not binding and are not enforced" in all situations. Eman4277 (talk) 05:23, 17 April 2012 (UTC)

- What do you mean by "verify"? It exists and is government run, but you could have found that out for yourself. So what needs verifying? Astronaut (talk) 11:13, 4 July 2009 (UTC)
Guideline vs. directive
editCould somebody confirm that there is actually difference between a directive and a guideline when it comes to being mandatory?
I would say (though I'm not a Native speaker), that e.g. the term "safety directive" is stronger, whereas a "guideline" is more a piece of advice that can be interpreted or adapted to a certain degree.
Any opinions on that one?
