I was wondering that too. I first heard the term in the 1970s (in Britain), and I think it was a new term then. I guess that it was intended to contrast with the familiar term 'White Paper', but I don't know why 'Green' was chosen.86.183.224.255 (talk) 16:15, 7 April 2011 (UTC)Reply
This site says a Green Paper is actually printed on pale green paper http://news.bbc.co.uk/1/hi/uk_politics/82326.stm

Green papers in the United Kingdom edit

This article should not include the US. edit

This article includes the US as a country that makes use of "green papers." As a civil litigator I was required to research the legislative history of many laws, both state and federal. I never came across the term green paper. Obviously, this is anecdotal. But it is hard to prove a negative. The burden should lie those who argue that the article should remain as is despite the lack of any citations that the US is a country that commonly utilizes "green papers." It is not. Indeed as it currently reads (with "our", not as a quote), it looks like a corporate entity added it: "These were developed by a Capital Advisory firm called MAZAKALI who provides investment banking, consulting, and capital advisory services to the cannabis industry.
