Good question. Another example: Afaik, Runaway Train (1984) was entirely filmed in the US and it was an English-language feature film with an american cast, but still won the award in the foreign language category. I am guessing that they categorized it as foreign film because the film was produced by Menahem Golan/Golan-Globus Productions (a producer/production company from Israel) and because the film rights were/are held by Golan-Globus (Israel).
Triangle of Sadness was produced by a whole host of (26) foreign production companies and broadcasting stations (most of them based in Europe), including public broadcasting stations like the BBC (UK), ZDF (Germany), TRT (Turkey) and Arte (French/German public co-op) and governmental/European institutions and funds, like Eurimages (Council of Europe) and several German state (film) funds. In addition, a host of commercial channels like Canal+ (French premium channel owned by Vivendi) and independent production companies like Piano (Mexico) co-produced the movie.
