editThis entry reads like a government press release. It is not objective. There is no mention of the enormous database on 3-4 million children to 'protect' the 50,000 on the at-risk register. The government set itself up as a 'partner' to parents without asking parents if they wanted a partner. The 'central goal' seems to give the government power. This whole article should be treated cautiously Cannonmc (talk) 09:53, 23 February 2011 (UTC)
