The text in the second paragraph under Usage cites reference 6. The text uses a mix of present and past tense with an unspecified time frame. Reference 6, the cited source, is an article about data collected in October 1996 to June 1997. The text in the source matches the text in the questioned paragraph, but consistently used past tense to refer to the 1996 Oct - 1997 Jun timeframe without repeating the years.

The questioned text thus gives the impression that this is an ongoing state, rather than the description of a specific occurrence.
