editMy issue with this article is that 1) its lead section doesn't explain to the reader what Education Act 2002 is and why it is important, and 2) the main body is a list of subheadings with little to no content. I feel this article would be better presented as a paragraph or two of prose, which could then be split into subsections as it grows. Creating a skeleton article, such as it is, seems suboptimal.
If no one responds I will assume that no one opposes my being bold and reformatting the article appropriately (without deleting content, of course). Otherwise let's work together to improve this thing. -FrankTobia (talk) 14:41, 19 May 2008 (UTC)
