Is this article supposed to be about the upcoming cultural event Donostia2016 or a primer about recent politics in San Sebastián? We are a few days away from the beginning of 2016 and it looks like DSS2016 is off to a slow and misdirected start (as far as this wikipage is concerned). No the project DSS2016 has no presence on Wikipedia yet (Dec 29th) and this article is regarding the origin of the project in the city hall of Donostia.
