Proposed merge of Congress of Lushnjë into Delvina Government edit

Congress of Lushnjë is a longer-standing article, but its outcome was the formation of this Government, and the two articles overlap. It is reasonable, however, for Delvina Government as one of the Governments of Albania to exist as an article. This article merits its own separate page and shouldn't be confused with the Congress of Lushnjë which in itself was a different event. I can improve the content by adding more specific background information and thus making it distinct from the Congress of Lushnjë article. The Delvina Government is significant in that it was considered the first truly democratically elected government and was the precursor of the first ever legislative elections of 1921. Kj1595, I'll leave it up to your judgement, but if there's heavy enough overlap between the three-day Congress and the foundation of the short-lived Delvina Government and its programs/aims, then I believe that WP:NOPAGE is likely to apply. The Congress of Lushnjë was a much broader event which had as its main objective the total judicial independence of Albania and the consolidation of its geographic borders from foreign invadors. The wiki article in english is very limited and doesn't explain in depth the purpose of the congress. The events at the congress led to the creation of Delvina's government and later the legislative elections of 1921. So while they are linked, they are two separate topics of discussion.
