Failed initiative; should it have its own article?

Standing for an election is generally insufficient to a person to merit his or her own article. In this case, the DCN initiative never made it to the Colorado ballot. It is perhaps worthy of a paragraph in Colorado HB 1023, if it existed. As it is, this article is a advertisement for DCN. The organization continues today. The article conflates the particular issue from 2006 and the present-day organization.
