"It did not place defence on a statutory footing, as considered, though in the wake of the Iraq War, the deployment of armed forces abroad is now subject to a convention requiring Parliament's agreement."

This is patently wrong. What convention has regulated deployment of forces since the Iraq War? Nothing stopped the British government from deploying air forces over Libya in 2011. I'd hardly call this an established parliamentary convention, as nice as it sounds.
