Bill Hedrick is clearly significant, as he is potentially set to take over California's 44th district. He's in newspapers every day, certainly in Southern California, and having been so close to winning two years before it's one of the most competitive races in the upcoming election. The information is sourced and will no doubt be added to by others.

You'll notice that most other challengers to incumbents in current Congressional races (Mac d'Alessandro for example) have had pages up and running for months. How, exactly, would someone whose name is in the newspaper every day and on political blogs fairly often not be relevant or significant?

Again, there wasn't that much of a difference between this page and Mac D'Alessandro's. So, two more newspaper articles linked to would have made the difference? If you google the name he's featured prominently and in a number of places.
