"aid from non-state actors"
The 'non-state actors' that are named and have active links are all international Catholic organizations that provide aid such as food, shelter, etc, to people in need. It is most likely this was not aid to the state as that is usually understood, but to people in areas they worked in. --Richardson mcphillips (talk) 19:13, 3 February 2016 (UTC)
