120.9.7 would refer to the 120th page, 9th line on that page, and the seventh word in that line, which in this case is "George".

How can this be true if the translation provided renders 120.9.7 as General?

Which is correct?

Well, the first translation is likely from a different book than the text of the letter.

I don't suppose you could provide a source that it really was called the "Ottendorf Cipher"?
