More explanation, less copy-pasting of legal language? edit

As a non-lawyer, I find much of this article hard to understand because it defaults to pasting in the relevant legal language rather than explaining that language. I personally would find it more helpful if the big chunks of legal text were removed and linked to, and were replaced by clear explanations of what those chunks are saying.
