The analysis of these results is illogical. The figures and percentages for votes cast refer to the 2015 Election (the council is elected by thirds). But the figure 'Seats %' refers to the composition of the council after the election. It would be more logical for this column to read 100% Conservatives elected, and 0% for all other parties.
