Controversy of the referendum

The referendum was a major scandal in Belarus, so this should be stated in the article as well. The Belarusian Helsinki Committee represents the opposition's view on the referendum, so in my opinion it should be there in the article. Yes, the view may be biased and the official version is different, but we should put all versions of what happened there in order to maintain objectivity.
