Madle Lippus (born in 11 October 1984) is an Estonian politician, who has served as Tallinn's deputy mayor of urban planning since 2021. She is a long-time advocate of human-scale urban space.

She is a member of the Social Democratic Party.
Among other things, Lippus has been one of the leaders of the Uue Maailma Seltsi, established in 2007, and is a founding member and CEO of the Living Street initiative established in 2021.[1]

Madle Lippus was born in Tallinn on 11 October 1984.

Lippus studied at the French Lyceum in Tallinn, she has a bachelor's degree in heritage conservation and restoration from the Estonian Academy of Arts.[2]
In 2021, Lippus defended her master's thesis on the topic of participatory planning and its possibility in Tallinn, Tallinn University, majoring in urban planning. Her research topics included inclusion, urban communities, public space and identity.[3]

Lippus has been dealing with issues concerning urban space and community since 2007.
Lippus was one of the leaders and CEO from 2008 to 2011, of Uue Maailma Seltsi, one of the first settlement societies established in Tallinn.
From 2011 to 2012, Lippus worked as a coordinator in the Tallinn NGO network, in 2011 to 2017 as a freelance adviser to President Toomas Hendrik Ilves, and from 2017 to 2021 as a communications manager at the Heritage Protection Board. In 2021, Lippus was the CEO of the Living Street initiative. The aim of the initiative is to improve the quality of urban space so that it takes into account the needs of different parties, as well as climate goals.
Lippus has been an active member of the NGO Linnalabor, as well as a member of the Council of the Association of Non-Governmental Organizations (EMSL) and Civic Society Endowment Fund. She has been one of the leaders of the Linnaidee initiative of the Tallinn settlement associations network and, together with EMSL and the Tallinn City Council, the creator of the Tallinn NGO network.[4]
Political activity edit
Lippus ran for the 2019 Riigikogu elections on the list of the Social Democratic Party and received 478 votes. Lippus is a member of the Social Democratic Party since 2021 and from November 2021 the assistant mayor of Tallinn for urban planning.
She ran for the 2023 Riigikogu elections, collected 1,366 votes in electoral district No. 2 (Tallinn Central, Lasnamäe and Pirita districts) and was not elected.
