Its construction was funded by Frederic H. Dustin (1930–2018), an American professor at Jeju National University.[3][4][2] It was designed by the company Adrian Fisher Minotaur Maze Designs,[4] and opened in 1987 as the first maze park in South Korea.[2] The maze contains a number of symbols that represent the history and culture of Jeju.[2] Dustin was fond of cats,[3] and curated a population of them that now roams around the maze.[2] The population is cared for and provided food, medication, and attention.[3]
