Non-free usage in "Fédération Burkinabé du Scoutisme"

File is being used in Fédération Burkinabé du Scoutisme, but it usage does not seem to comply with WP:NFCC. The file is not being used in the infobox as the primary means of identification of the subject of the article as its non-free use rationale claims. The file itself is also not the subject of any sourced commentary within the article so the context the file needs to satisfy WP:NFCC#8 is not evident. It is generally considered necessary for a non-free image used outside of the main infobox or not as the primary means of identification to be the subject of sourced discussion within the article to a degree that the reader needs to see the image to understand what is written. Otherwise, the usage is considered to be mainly decorative and not acceptable per the NFCC and removing the image is not seen as being detrimental to the reader's understanding.

Another problem with the image is the lack of proper source information for the file. The only information given is "collection of Chris", but this is not sufficient to satisfy either WP:NFCC#4 or WP:NFCC#10a. The copyright status of the image needs to be verifiable for it to be considered non-free and files without proper sourcing information for license verification can be tagged for speedy deletion per WP:F4. If "Chris" is the copyright holder or creator of the image, then this should be made clear and an permissions email should be sent to WP:OTRS for verification, so that image can be changed to an appropriate free license. -- Marchjuly (talk) 05:44, 27 January 2016 (UTC)
