This image makes no sense. The leap second is added at midnight UTC, which is five to eight hours later than standard time in the United States lower 48. Wouldn't it show, for example, 19:59:60 Eastern Daylight Time? If it was added at 23:59:59 in each successive time zone, then between midnight UTC and midnight EDT, clocks in Britain would be 3 hours, 59 minutes 59 seconds fast of clocks in New York, until the New York clocks added the second and fell back that one second to be four hours slow of Britain.
