@Legoktm: My understanding is that Willingham is the writer/creator of Fables, and thus can only release the concept and words of the comic into the public domain. Whereas the penciling and cover art was done by other artists, who still have their own copyright (if they didn't sign it off to DC). So therefore the cover and actual pages of the comic would still need to be uploaded under fair use. Perhaps WP:MCQ might have users with more expertise.
