Changing article usage

I have amended the description as to where this file can appropriately be used. The purpose of the image is to illustrate and be the primary means of identification of Milton Keynes Council (otherwise known as Milton Keynes Borough Council), this is crucial to the reasoning behind claiming fair use of the image. Since January 2014 information relating to Milton Keynes Council ceased to be contained within the Borough of Milton Keynes article and became a stand-alone article. Whilst the rational for fair usage remains unaltered, the location where fair usage can be claimed must be updated to reflect changes within the encyclopedia. As arms are granted to a named person or corporate bodies (in this instance, Milton Keynes Council) and not geographic or administrative areas (the Borough of Milton Keynes), usage of the council's arms to represent the geographic area can not reasonably said to fall within fair use rational. Consequently, the sole place this image should be used is the specific article on the topic of Milton Keynes Council. ToastButterToast (talk) 10:32, 15 January 2018 (UTC)
