Purpose of use in article (WP:NFCC#8)	This illustrates how the journal, which is now a glossy magazine, was originally a tabloid. This is probably the oldest teaching union journal in the world, and an historical copy gives a sense of the antiquity.
Not replaceable with free media because (WP:NFCC#1)	The publication from which the scan is taken is copyrighted and not released under a free license, so creation of a free image is not possible.
Not replaceable with textual coverage because (WP:NFCC#1)	Only seeing a historical newspaper gives an impression of it.
Minimal use (WP:NFCC#3)	Only the cover page is being uploaded. A photo of the front page of a newspaper is regularly used in Wikipedia articles about newspapers.
Respect for commercial opportunities (WP:NFCC#2)	The use of a low resolution screenshot from a historical copy of a journal will not impact the commercial viability of the journal.
Other information	Since this is over 40 years old, it has purely historical importance.
