Shoemaker, of Minnesota, who served a year in the Federal prison at Leavenworth for sending libelous matter thru the mails previous to his election to Congress and whose right to be seated has been contested as a result of his prison record, has been restored to full civil rights by a pardon issued today by President Roosevelt. This will automatically end the controversy over his right to sit in the house."
