Expansion of Article edit

Can more be done to discuss: 1. the Commissioner of Education's power to dissolve or create send-receives? 2. more recent cases, such as Pleasantville v. Absecon?

Furthermore: 1. Source 2 comes from PBN Law. Porzio Bromberg and Neuman (sp?) have been heavily involved in the last 15 years in dissolving send-receive relationships, especially to create all-white secessionist districts. I would be wary of the insight that PBN provides, especially as they attempt to minimize the importance of racial balance and diversity. 2. Can we verify which states specifically use send-receive relationships? Most of the sources here concern New Jersey.
