Zoë Council is an American actor, model and musician.

Zoë Emmanuelle Castro Council was born in New York City to Emlie Council (née Castro), a writer and associate creative director, and Jodi Council, a soccer coach and professor at Pepperdine University. She has Filipino, Nigerian and English ancestry.

Council briefly attended the Clive Davis Institute of Recorded Music at NYU Tisch in 2015 as a performance entrepreneur before dropping out to pursue her music career.

Council gained exposure to the fashion industry through her performances as a musician.

In 2018, she started working for streetwear brand, Rare Panther as creative direction/production assistant. After years of content creation for her own brand as Zeauxi, as well as in collaboration with Rare Panther, Council began reaching out to photographers to refine her skills as a photographer, and ultimately, as a model.

Council booked her first modeling job with photographer, Jorden Keith. After landing a major campaign with Forever 21 X Kodak, Council shot another campaign for Plaza Las Vegas with Brooke Olimpieri shortly after.

Simultaneously, Council began acting classes under Lisa Milillo at the Baron Brown Studio in Santa Monica, California.

In 2019, Council signed to Muse Model Management in New York City and two years later to Photogenics in Los Angeles.
