Guillermo Enrique Avellán Solines (born in Guayaquil, June 4, 1986) is an Ecuadorian economist. He is the current General Manager at the Central Bank of Ecuador.
Education
editHe obtained his bachelor's degree in business economics with a minor in finance from the University of Richmond, where he was granted the "Omicron Delta Epsilon" graduation award for high academic merit in economics and the Wallenstein Award from the Virginia Association of Social Sciences for the best undergraduate thesis. Avellán obtained his master's degree in economic analysis from the Barcelona School of Economics. He also studied macroprudential policies and gold reserves management at Columbia University.
Carreer
editGuillermo Avellán started his career as an analyst and advisor of the investment division at the Central Bank of Ecuador. He also worked as a corporate banking analyst at Citi-Ecuador and as a senior analyst on risk management at Banco Bolivariano. In addition, he was a full-time professor of macroeconomics and finance at Espiritu Santo University. Avellán was also a columnist at Diario El Universo.[1]He also served as research director at the Guayaquil Chamber of Commerce. Additionally, He served as President of Ecuador's Public Debt Committee between June 2021 and August 2022.[2]
Since June 2021, he has been the General Manager of the Central Bank of Ecuador.[3] As general manager, Avellán has participated on various interviews speaking about the ecuadorian economic outlook and the statistics developed by the Central Bank.[4][5][6]
Work at the Central Bank of Ecuador
editDuring his work as general manager, the following milestones were achieved:
- Elimination of the USD 0.22 fee that was charged for receiving electronic transfers between different financial institutions.[7]
- Successful conclusion of the program with the International Monetary Fund for the first time in 20 years. As part of this program, the Central Bank of Ecuador implemented reforms established in the Law for the Defense of Dollarization, which strengthened the transparency and autonomy of the institution in the financial, administrative, and technical areas.
- The Central Bank of Ecuador's net profit reached its all-time high of USD 683.4 million in 2023.[8]
- The Central Bank of Ecuador strengthened its relationships with strategic partners, such as the Bank for International Settlements, the Federal Reserve Bank of New York, and the Fondo Latinoamericano de Reservas, which allowed it to access more than USD 2 billion in contingent liquidity lines.[9][10]
- The Central Bank of Ecuador increased the amount of letters of credit with more than ten international financial institutions to over USD 1.3 billion to facilitate Ecuadorian state imports.
- Suscription of the interinstitutional agreement between the Central Bank of Ecuador, BanEcuador, the Ministry of Energy and Mines, and the Ministry of Environment, Water, and Ecological Transition, allowing small-scale and artisanal miners certified by the Central Bank to access financing under better conditions and promote best environmental practices.[11]
- Renovation of the Numismatic Museum of the Central Bank of Ecuador in Quito and Cuenca. Additionally, the construction of a Numismatic Museum in the city of Guayaquil was initiated to strengthen and preserve the country's economic memory.
- In 2023, the Central Bank of Ecuador received an international recognition for the "Initiative of the Year" from the Central Banking Awards.[12]
- In 2023, the Central Bank of Ecuador received an international recognition as the "Best Managed Bank" from International Finance magazine.[13]
