Arrests edit

Phelan had gone to Iran on a business trip as a travel consultant to open a tourist center.[6][7] He was arrested on charges by Islamic Revolutionary Guard Corps during the Mahsa Amini protests on October 2022 and moved to Vakilabad Prison in Mashhad.[8][9][10] He was on charges of "Propaganda against the regime" and "Photography of law enforcement and security officers" and then sentenced to 6 and a half years in prison.[11][12][13] On January 2023, he went on a hunger strike to protest his arrest.[14][15]

The state IRNA news agency referred to Phelan as a "security criminal" who "provided and sent information" during the recent protests in Iran.[16][17][18]

After 7 months, Phelan was released in a prisoner exchange with Europe and the release of an Iranian citizen in Belgium.[19][20][21]
