Basil Lui is a Singaporean venture capitalist and private equity investor. He was an advisor to EDBI[1][2], the strategic investment arm of Singapore's Economic Development Board (EDB), and a founding partner of AGP[3][4], an affiliate fund of EDBI[5]. He previously held the position of Managing Partner at EDBI, where he led investments in emerging technologies and the healthcare sector[6].

Lui has been involved in biomedical life science investments in areas including regenerative cell therapy using AI-assisted genomics algorithms, next generation CRISPR techniques, and high-resolution molecular cartography platforms. He also looked into investments in the areas of mobility, advanced manufacturing, future of computing, blockchain, AR/VR, agri-food tech and sustainable technologies.

Lui was a board observer in several EDBI portfolio companies and LP Advisory Committee member of various EDBI invested funds, and represented EDBI in global technology events[7], panels[8]and publications.

As an investment committee member, Lui was part of a number of EDBI’s key investments including mRNA vaccine platforms like Moderna (NASDAQ:MRNA) invested pre-covid[9], autonomous driving platforms like Nutonomy[10] (acquired by Delphi/Aptiv, now part of Motional a JV between Aptiv & Hyundai), satellite imaging company Planet Labs[11] (NYSE: PL), and electric vertical takeoff/landing eVTOL aircraft startups like Joby Aviation[12] (NYSE: JOBY).

Prior to EDBI, Lui was a McKinsey consultant, an Adjunct Associate Professor at the Keppel-NUS Corporate Laboratory[13], the APAC President of a global semiconductor electronic design automation company, an Assistant Professor at the National University of Singapore Electrical & Computer Engineering and a post-doctoral researcher at the Cambridge University Engineering Department. He is the inventor of several patents and holds a BA (1st class), MA and PhD[14][15] from the University of Cambridge and was awarded a Trinity College Research Fellowship[16], a Commonwealth scholarship and a Singapore Government Public Service Commission scholarship.

Lui has contributed scientifically to Technology CAD[17][18][19][20], Transistor Modelling[21][22][23], quantum mechanical modelling via the Poole-Frenkel effect[17], parameter extraction in TFT or thin-film transistors[22][23][24], in particular low-temperature polycrystalline silicon[25][26] materials. His work has been published internationally in various journals, inventions patented[27][18][28][29][30][31], and commercially implemented by TCAD EDA vendors such as Silvaco, leading to SPICE circuit level simulations of TFT driven applications such as active-matrix liquid crystal displays AMLCDs, flexible active-matrix organic light-emitting displays AMOLEDs, artificial neural networks and biosensors.

Offshore & Marine edit

Lui was a PhD supervisor directing 3D Printing research, also known as Additive Manufacturing. He was involved in R&D work identifying technologies in 3D Printing leading to opportunities for 3D complex joint applications in the Offshore & Marine industry[32]. In 2015, Lui was part of the team from Ocean Mineral Singapore Pte Ltd (OMS), which signed an exploration contract with the International Seabed Authority, with Singapore as the sponsoring state[33]. Following the exploration contract, OMS collaborated with the Keppel-NUS Corporate Laboratory on two expedition trips in 2015 and 2020 to conduct an environmental baseline study of the Clarion-Clipperton Zone (CCZ) in the Pacific Ocean[34].

Lui was a national squash junior champion and represented Singapore in international tournaments from 1987 to 1989[35][36][37][38]. He obtained 5 Full Blues in 1990, 1991, 1992, 1995 and 1997 representing Cambridge[39] against Oxford[40] in their annual varisty matches.

Early Education edit

Lui was in the pioneer batch of Singapore's Gifted Education Programme (GEP), as one of 67 students entering Raffles Instituition in 1984. The GEP programme recently entered into its 40th year anniversary in 2023.
