Alexander Kornezov was born in 1978 in Yambol (Bulgaria). He attended the primary school “Hristo Smirnenski”, in his hometown and graduated from the local English language secondary school, “Vasil Karagyozov”.

He obtained a master's degree in law from the Law Faculty of the Sofia University “St. Kliment Ohridski’” (Bulgaria).[1], receiving the highest grades in the State examinations.

In 2004, he obtained an LLM in European Union law at the College of Europe, Bruges (Belgium), where he was among the top five students of the John Locke promotion.

In 2008, Alexander Kornezov defended a doctoral thesis on the subject of the “Reference for a preliminary ruling before the Court of Justice of the European Communities”.

In 2014, he acquired the academic position of associate professor in Private International Law at the Bulgarian Academy of Sciences.

Professional Activity edit

He began his professional career in one of the leading law firms in Brussels, Van Bael & Bellis, where he practised mainly in the field of European Union Competition Law, Anti-dumping and Anti-subsidy Law, as well as in the area of World Trade Organisation law. He represented a number of international companies before the European Commission and the jurisdictions of the European Union. During this period, he regularly travelled to China, Hong Kong, Egypt in connection with various anti-dumping proceedings.  

In 2007, he began working at the Court of Justice of the European Union as a référendaire in the chambers of Judge Alexander Arabadjiev.

In April 2016, following a selection procedure launched pursuant to Article 3(3) of Annex I to Protocol No 3 of the Treaty for the Functioning of the European Union, he was appointed as a judge in the European Union Civil Service Tribunal.

On 19 September 2016, he was appointed as a judge at the General Court of the European Union.

Three years later, Alexander Kornezov was elected by the general assembly of the members of the General Court of the EU as president of chamber[2],[3],[4]. On 19 September 2022, he was re-elected as president of chamber [5],[6],[7].

He speaks English, French, Spanish, Portuguese, German, Russian and Bulgarian.

Teaching and Research edit

Alexander Kornezov taught European Union procedural law at the Faculty of Law of the University of National and World Economy (Bulgaria) from 2008 to 2012 and at the Faculty of Law of the Sofia University “St. Kliment Ohridski” from 2010 to 2013.

He has been teaching European Union public procurement law at the Université du Luxembourg (University of Luxembourg) since 2020.

He has given guest lectures at various universities and international conferences, including at Harvard Law School, Cambridge University, Oxford University, Edinburgh University, KU Leuven, Maastricht University, the European University Institute, the College of Europe, Universität Wien, Université de Lorraine and others.

Alexander Kornezov is the author of several books[8],[9],[10],[11] and numerous other academic publications in the field of EU law in Bulgarian, English and French. His publications have appeared in peer-reviewed legal volumes and journal such as the Common Market Law Review[12], European Law Review[13], Oxford University Press[14], Cambridge University Press[15], Hart Publishing[16], Journal of Competition Law and Practice[17], Cambridge Law Journal[18], Columbia Journal of European Law[19], Cambridge Yearbook of European Studies[20].

Alexander Kornezov’s academic publications are cited regularly in the works of other European academics. Some of his most renown academic research concerns the principle of res judicata of judgments of national courts contrary to EU law, the “Acte Claire Doctrine”, access to justice in the field of EU law, judicial review in the field of EU competition law, the Charter of Fundamental Rights of the EU and the social dimension of European integration.

He is actively involved in the training of Bulgarian magistrates and lawyers in the field of European Union law at the Supreme Court of Cassation, the National Institute of Justice and the Supreme Bar Council.

In 2009, along with a team of colleagues, he created the first legal journal in Bulgarian specializing in European Union law – “Evropeiski praven pregled”.

Public Activity edit

In 2009, Alexander Kornezov founded, together with colleagues, the Bulgarian Association for European Law, a non-governmental organisation which aims to enhance knowledge of EU law in Bulgaria, to contribute to the professional training of Bulgarian lawyers’ in the area of EU law, as well as providing the general public with information about the activities, the legislative process and the practices of the EU institutions.

In 2016, he was awarded the “Lawyer of the Year” Prize for his contribution to European Union law[21].

He has been a judge at the Central and Eastern European Moot Court Competition (http://ceemc.co.uk/) since 2009.

Alexander Kornezov was one of the co-organisers of the prestigious international biannual congress of the International Federation of European Law (FIDE), which took place in Sofia from 31 May to 3 June 2023. He was also responsible for the academic programme of the XXXth FIDE congress[22].
