Biography

edit

Dmitry Priaytnov was born on 27 July 1978, in Khavast, the Syrdarya region of Uzbekistan.

He graduated from the Far Eastern State University of Transport and then worked at the Far Eastern branch of LocoTech-Service LLC as deputy head of the Amurskoye service locomotive depot in Komsomolsk-on-Amur.[2].

Following the election results on 8 September 2019, Priyatnov entered the Legislative Duma of the Khabarovsk Krai from the Liberal Democratic Party of Russia.

On 23 October 2019, by a majority of 32 votes to two, he was elected a member of the Federation Council - a representative from the legislative authority of the region. According to the website of the regional election commission, Priyatnov has an expunged criminal record under Part 1 of Article 327 of the Criminal Code of the Russian Federation: “Forgery, production or circulation of counterfeit documents, state awards, stamps, seals or forms”.[3].

On the same day, 23 October 2019, Priyatnov resigned as a deputy of the regional Duma.[4].

Chairman of the Khabarovsk Election Commission Gennady Nakushnov explained on October 24 that initially the regional election commission received a certificate from the Information Center of the Ministry of Internal Affairs for the Khabarovsk Territory, which checked the data only at the place of birth, place of residence and place of work of candidates, and the Central Election Commission checked against the all-Russian database. According to Nakushnov, Priyatnov had previously purchased a car, the documents for which were corrected, but he had not been in court and did not know about his criminal record.[5].

On 31 October, he resigned as a member of the Federation Council.[1].

According to the head of the Federation Council Committee on Rules and Organization of Parliamentary Activities, Vyacheslav Timchenko, since the documents on Priatnov's elections as a representative of the Khabarovsk Duma in the upper house of parliament were not received there, a procedure for terminating his powers is not required.[6].

However, on November 25, the Federation Council prematurely terminated Priyatnov’s powers from October 31 at his request.[7][8][9].

According to Nakushnov, "the lie of one person led to the discrediting of the Khabarovsk Territory election commission and the LDPR branch".[10]
