The page http://en.wikipedia.org/wiki/Category:United_Nations_specialized_agencies has a serious error. UNICEF is not and never has been a UN specialised agency.

The page http://en.wikipedia.org/wiki/List_of_specialized_agencies_of_the_United_Nations is correct in ommitting UNICEF

The page https://en.wikipedia.org/wiki/United_Nations_Economic_and_Social_Council#Specialized_agencies is an utter mess, because it uses "agencies" with a commonsense meaning. In a UN context, it should ONLY be used in the correct manner, specified at the beginning of the article http://en.wikipedia.org/wiki/List_of_specialized_agencies_of_the_United_Nations
