Yes, our article on Manhattan#Geography does answer it, tho the wikiarticle you linked to does not I see. The state line puts it in New Jersey however it is very much in the State of New York, had a huge news story about that in the late 90s I believe where New Jersey actually contested it since it is on their side of the border yet the actual dry land is an "island" legal and otherwise of New York State. The Liberty Island article itself says that it's owned by the federal government, while its docks and such are under the supervision of New York City. So from a legalistic standpoint, it could be a bit of a stretch to say it's "in" Manhattan. Regardless, it is considered part of Manhattan. There are several islands (and even a small section of mainland) which are part of the Borough of Manhattan which is not on the Island of Manhattan. The article Manhattan in the first paragraph notes such areas directly, and names Liberty Island as one of those areas. --Jayron32 01:47, 15 October 2013 (UTC)[reply]
