Monmouthshire/Gwent (etc) edit

The historic position of Monmouthshire and Gwent has been much discussed. The best summary of the historic position is at Monmouthshire (historic)#Ambiguity over Welsh status. Unless you can provide new sources setting out different information, I suggest that your edits should accord with the complex history set out in that article.
