I have blocked you briefly for "indiscipline". This edit was pure vandalism. You have now been contibuting long enough to know the difference between a template and article. You had not bothered to contribute to Wikipedia:Articles for deletion/Prem C. Pandey but within hours of the article being deleted, you simply recreated it at Prem Chand Pandey.

Did you actually read any of the comments in the AfD and edit summaries? The deletionists were objecting as much to the style of the article as to the guy's notability. The fact for example, that it contained a hundred more external links than it needed. You simply re-created the same CV / link farm article.
