It may be deleted soon, unless we can determine the license and the source of the file. If you know this information, then you can add a copyright tag to the image description page.

The image I uploaded is a logo of the Ethiopia United States Mapping Mission, an organization that no longer exists. There is no copyright. I obtained the file from Lee Miller, the webmaster of http:www.ethi-usmappingmission.com, and he sent it to me in an e-mail with permission to use that image. If you have permission to use the image, then you need to specify that in the image description. Also, forward the email giving permission to "permissions-commons AT wikimedia DOT org". As to your follow up question, I am afraid I don't have an answer for you. Even though I am a lawyer and dabble in copyright issues on Wikipedia, that is not my area of speciality. You will probably get a more meaningful response from the folks at WP:MCQ where I saw your original question. If you don't want to discuss it on an open forum, I would suggest e-mailing one of the regulars there. User:Quadell is particularly helpful but I have not seen him around for a while.
