• Cape Verde : Embassies in Austria, Angola, Argentina, Belgium, Brazil, Canada, China/Hong Kong, Cuba, France, Germany, Guinea, Italy, Luxembourg, Netherlands (?), Portugal, Russia, Sao Tomé, Senegal, Spain, Sweden, USA
• Comoros : 24 h temporary pass issued on arrival, later visit to immigration department necessary

• Mongolia : VOA only issued in "exceptional circumstances"
