The prior article for the United Seamen's Service was nothing more than a jumble of speculation and innuendo. I have rewritten the article based on as much factual information as I have been able to gather, along with personal experience (I worked in the Naples center from 1969 to 1970, and have long known a number of center directors and other personnel, as well as former headquarters management and staff.)
