Aircraft Carrier edit

As far as I know now, she's still configured to only receive and launch helicopters, while an intention has been announced to convert her deck to be suitable for F35 operations - which has yet to happen. Four years and a few months after your initial question... no, the Izumo is not yet a CV. At least, not in the traditional sense.
The definition seems to ebb and flow in consistency, depending on which navy's ships are being referred to.
For instance, the Australian Canberra-class is widely acknowledged to be a Helicopter Landing Dock or an Amphibious Assault Vehicle, but not a CV. On the other end is the Spanish Navy ship Juan Carlos, which some see as a CV, but is almost identical in design and usage to the Canberra. In fact, the hull of the Canberra was built by the Spanish shipbuilding company Navantia, which also designed and built the Juan Carlos.
Izumo is different. She has a greater length and beam than the Canberra. While both can theoretically carry F-35Bs, Izumo is the only one being fitted to do so.
