Gratuitous sections in article edit

I do not believe that these Montreal history sections belong in this article, @Steam5:, @UnitedStatesian:, @Zak lef::

1 Demography there is an article for that: Demographics of Montreal. Large, seemingly misplaced section.
2 Legal framework content has nothing to do with COVID-19 pandemic in Montreal. Large, seemingly misplaced section, perhaps someone had meant to add them to a different article.
7.5.2.2 Selective collection of recyclable materials 3 paragraphs, 95%+ devoid of any relevance to topic.

New article for the boroughs? edit
